Justification: renders package unusable

Dear Maintainer,

if openbios-sparc is not available in jessie-backports. So only the release
from jessie could be used.
But the acutal jessie-backports openbios-sparc needs openbios-sparc >=
1.1+svn1395-1~.

This package is available from testing/unstable, it is a self-contained
package with no dependencies so it is trivial to install it. It's
also quite common prob to miss the required version of various ROMs
when backporting qemu, I had this several times already. And it's
also really-really boring to rebuild the roms without any changes
(since actually there's no changes needed at all). Maybe someday
this issue will be fixed, maybe even by downgrading the versioned
dependency...

Please note the backports usage page explicitly tells to not file
bugs against backported versions, see
https://backports.debian.org/Instructions/#index6h2
(at the end of the page).

Closing this bug now, thank you!

/mjt
