Yes.

My patch does fix the RC issue for stretch.

The RC FTBFS issue is fixed for stretch with my patch.

Considering that some of these patches have been uploaded with
"thanks Adrian Bunk" in the changelog, it seems maintainers
actually appreciate my efforts in helping their packages to
stay in stretch.

My tag applies to making the package non-RC-buggy for stretch.

Tracking two different issues in one bug is never a good idea,
but if you want to do it this way please don't interfere with
making the package non-RC-buggy for stretch.
