It is possible that my suggested solution was not correct,
but the bug is definitely in libmodpbase64-dev.
aseprite does #include "modp_b64.h", and that header from
libmodpbase64-dev does #include "modp_stdint.h"
Whether shipping modp_stdint.h or patching modp_b64.h is the
correct solution is for you to decide.
