I just tried to reproduce this issue. Caja and Caja Actions work like charme on an up-to-date Debian testing system (1.16.1-1 and caja-actions 1.8.1-1).
Closing for now. Please give detailled instructions for reproducing this issue, if it still occurs (after fresh install, empty user profile, etc.).
