that just happen to both use the acronym "ga".
libga-dev in Debian is built from of src:galib since 2008,
but due to its higher version number src:ga has hijacked
this package (likely not intentionally).
src:galib needs an epoch to regain ownership of libga-dev.
The required change of the name of the binary package built
by src:ga is tracked separately as #843141.
