It appears that the copyright does not permission distribution in
Debian without a written permission, yet I find no such permission in
debian/copyright. More specifically,

   3. The unRAR utility may be freely distributed, provided the 
      distribution package is not modified.  No person or company 
      may charge a fee for the distribution of unRAR without
      written  permission from the copyright holder.

But by definition, it is modified since it is shipped as a DEB, not a
tar.gz file. I think clarification from copyright holder is needed here.
