I had the same problem, with wpasupplicant 2.3 and 2.5.

wifi.scan-rand-mac-address=no
wasn't sufficient, I needed to comment out the setting
[connection]
wifi.cloned-mac-address=random
to get WIFI working again.
I'm using broadcom-sta-dkms=6.30.223.271-5, on a
14e4:4365 Broadcom Limited BCM43142 802.11b/g/n (rev 01).
