You're right.  Upgrade fails.

Note that existing files in the plugin directories may be from other
packages, see also bug 354735.  So I think it's correct that the script
should fail when files are in the way.  But, of course, upgrade should
work.

I see now that "upgrade" is missing in the prerm.  I'll add that for
future upgrades, and I'll add "update-flashplugin -u" to the postinst to
compensate the missing "upgrade" in the prerm of the old package, to
support upgrade.
