When the BTS does version tracking it does not matter whether a bug
is open or closed.
When the version that fixes it is not part of the changelog in testing
and/or unstable the BTS knows that this version is buggy, with normal
consequences for autoremovals and testing migrations.
An "Upload to unstable" of the experimental version will make the fixed
version part of the changelog in unstable, which will tell the BTS that
the bug is not present in this version.
