Since this is under the PHP license, there are specific requirements [1]
about what needs to be included in debian/copyright. These are not met in
this case.
Normally, I would reject a package for this, but since it was only just
removed from unstable, this isn't really a regression. Do not downgrade the
bug. It needs to be fixed before the package enters testing.
