Justification: fails to build from source (but built successfully in the past)

Builds of msxpertsuite for several architectures failed because the
"make install" command wound up rebuilding(!) the user manual, without
the -j1 safeguard present for the initial make invocation.  Could you
please take a look?

FTR, I'm formally classifying this bug as a regression because it
could well affect binNMU attempts on architectures that succeeded this
time around.
