You filed this against 3.0.31-2 but I am pretty sure you meant to file
it against 3.0.31-1: I believe this was _fixed_ with 3.0.31-2 uploaded
very shortly after 3.0.31-1 got approved by ftpmasters.
If I am mistaken and this indeed still is an issue with 3.0.31-2 then
please do reopen this bugreport.
