As already discussed on IRC, the qtwebengine5-dev build dependency and the
building of gpsbabel-gui have to be restricted to the architectures where
qtwebengine5-dev is available (amd64 arm64 armhf i386 mipsel) to make
gpsbabel buildable on other architectures again.
