OnionCat does not support "next generation" hidden services (v3).
IMO this makes OnionCat unsuitable for inclusion in Buster.

Taking a step back, I've added OnionCat to Debian in 2012 to provide
a building block for polished, higher-level, user-facing systems such
as peer-to-peer VoIP over Tor (thanks to OnionCat enabling UDP over
Tor). This could have broadened the scope of application of Tor
substantially but it's now clear that nobody picked up this challenge
(I certainly didn't). popcon is fairly low and has stopped increasing
~4 years ago. I see people working on other approaches to this
problem, such as Mumble in Tails Server and VoIP solutions that are
interoperable with other, already popular protocols (as opposed to an
OnionCat-based approach that is bound to connect OnionCat users only).
So I'm hereby stopping this experiment and plan to orphan this package
at some point. If someone has another strong motive to keep OnionCat
in Debian, you're much welcome to take it over, as part of the
pkg-privacy team or outside :)
