The current grsecurity release model restricts availability of the
“stable” patches to paid customers. The only free of charge release is
the “test” patch, against the latest version of the Linux kernel.

As the release team is unlikely to allow us to upload a new linux major
version in stable every two months, it's better for now to keep
linux-grsec package out of stable (and thus testing).

So filing a new RC bug to document that.
