I'll change the test to look for locale.getlocale()[1] == 'UTF-8' (which normalizes an invalid locale to None), but the rebuild environment should have a valid locale setup. (Though it would be interesting to have another rebuild test which specifically tested for invalid locale -> valid locale -> LANG=C.)
