Seems the specific version that fixed it was never uploaded,
so the next upload was fixed but the bug not closes:

msxpertsuite (5.0.1-1) unstable; urgency=low

  * Fix problem with user manuals not being produced due to UTF-8 encoding
    failure. Thanks to Adrian Bunk <b...@debian.org> for spotting the build
