It seems that libseccomp is relying on a regression I accidentally
introduced a while back (compare with stretch where this would fail as
well).  Undoing the change from 11.3.5 implies re-introducing a "silent
failure to FTBFS when files are missing"-bug (see #902355) so I think we
should consider it a genuine bug in libseccomp.
