eccodes requires python3.6 in its debian/rules but doesn't
Build-Depend on python3.6. It Build-Depends on python3-all-dev. In
Ubuntu 19.04 Alpha, python3-all-dev depends on python3.7-dev but not
python3.6-dev. I'm filing this bug as Serious since this change will
be made in Debian soon too.
