Grant_priv for a normal user means that this user may delegate all rights
that he possesses himself. He may never grant rights that he himself does not
have (like "server shutdown priv" etc) as this would be against the intention
of the admin and thus a security bug. To MySQL behaves correctly at least.

You might be successfull if you modify your statement to explicitly say
"GRANT read,write TO ..." but although I try not to change the
debian-sys-maint user (and IMHO did not during the last months) it's not
encouraged to use him and Sean's proposal of using the dbconfig-common
would be much better.
