Thank you for reporting this bug. It's caused by changes in the icu package which causes postfix to not realize libicu is available. See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=922451 for details. As one of the maintainers I agree that postfix should not be released this way and have raised the severity accordingly.
