   * What led up to the situation? 
librrds-perl was removed by apt after upgrading to perl 5.30.0-5, after that 
became uninstallable because it requieres perlapi-5.28.1

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Just upgraded to perl 5.30.0-5

   * What was the outcome of this action?
        It removed and render uninstallable librrds-perl

   * What outcome did you expect instead?
        Expected to not remove librrds-perl
