Control: reassign -1 qtqr

Currently src:zbar is no longer providing python-zbar due to projected Python2
removal. It's package qtqr that needs to be updated.

Please note that qtqr has been orphaned and it needs to be migrated from
python2 to python3. Upstream patches seem to be available now but I don't have
enough time to fix it. Any help would be appreciated.
