Yes, modulo some nasty charset encoding issues in your original mail, and
some niggling doubts about whether bits of what I'm reading are actually
Slovak or if my Czech is just really really bad, this looks like a
translation of a pretty standard GPL disclaimer.

In particular, the first sentence says (loosely back-translated) "this
package is free software".  Does "package" unambiguously include the
ntimes.sty file in question?  If so, I would suggest downgrading this bug
report while sorting out which of the two license statements is the correct
and current one, since there is likely no bug here at all.
