Can you be more specific in why this would not be allowed? Currently I am not building libxcrypt2 and libxcrypt2-dev, but the package is ready to do it. libxcrypt1-dev and libxcrypt2-dev cannot be installed at the same time, but libxcrypt1 and libxcrypt2 can.
