packer FTBFS in testing/unstable, I first noticed this on a raspbian
autobuilder, but it's also happening on the reproducible builds tests, so it's
not raspbian specific.
Note: I am aware there is an existing FTBFS bug tagged as unreproducible, but
this seems to be a different issue from the one reported there.
