That bug was reassigned to texlive-latex-extra and it was resolved by having texlive-latex-extra now recommend texlive-plain-generic. However, Build-Depends don't care for Recommends. Therefore the original problem is still present in qevercloud and qevercloud still FTBFS for the very same reasons. It appears that the problem is not being fixed on the texlive-side. Maybe this is the point where you should actually add texlive-plain-generic to Build-Depends?
