The versions of lirc in both buster and testing/unstable do not install
cleanly and are left in a half configured state. This appears to be due
to the file /etc/lirc/lirc_options.conf being missing. Copying
/etc/lirc/lirc_options.conf.dist to /etc/lirc/lirc_options.conf allows
the package to finish installing successfully.
