I'm sorry about the trouble that this bug is causing to Debian users.
The bug has been automatically closed by the BTS because there is a new
version of runit that fix it,
but it's in experimental (see the changelog from the previous message).
The bug is certainly still open
in Buster.

The change in runit-2.1.2-37 is an appropriate fix for this bug but
unfortunately is a 'too big' change to
be accepted in the current Stable release.

changing the order of preference of the recommend as you (and others)
suggested is not a real
fix, is just dumping this RC bug on another (yeah, smaller) set of users.
Despite the apparent inaction on this bug, I'm still thinking on a
possible different solution.
