Machines upgrading from previous versions lose access to the TPM because
libtss2-tcti-device0 (at least, not sure when others would be needed) are
not automatically installed during upgrade.
Neither does tpm2-tools depend on these dynamically loaded libraries nor
does libtss2-esys-3.0.2-0 or libtss2-tctildr0 depend on the component
libraries.

On newly installed systems, installing just tpm2-tools does not result in
usable access to the TPM

Filing against tpm2-tss because the split there is the root cause for the
regression, though the fix might be clear documentation on the tpm2-tss
side and fixed dependencies on tpm2-tools
