These 10 days makes the difference between transition freeze and soft
freeze. We're now defintely past the point where we want to do
transitions which require actions from the release team (I guess nobodoy
would have noticed this transition if it wouldn't require a binNMU of
phoc). Sorry

While it's valuable to keep the ABI clean, I think that this change can
wait for bookworm.
