This would definitely be good to fix in bullseye, but this is quite late
in the release cycle.

upstream relevent to this issue that might be good to be aware of?

Just to be sure: That commit is causing the bug (already in 2021.01). The patch that worked for me is https://github.com/u-boot/u-boot/commit/82d01f04facef1276cede067efd02d2a731ffe83. It is not related to dtb. That was a guess. It is related to PSCI secure-mode.
