Yes, the build-dependency is unnecessary. Please consider

(also attached as a patch, if you prefer those).

I've verified using diffoscope that adding this patch does not alter the
contents of the binary package. (<3 reproducible builds!)

I have not otherwise tested the binary package; sorry, I have no idea
what gabedit is or what it does, other than "probably something to do
with chemistry" :-)

gabedit will be removed from testing soon if this bug is not resolved,
and I'm trying to remove pangox-compat from Debian entirely during the
bookworm cycle.
