You're right; adding the bug to Cc: was just an afterthought.  I mail
@PDO and @PQDO since most maintainers aren't subscribed to their
packages, only a few packages maintainers are mailing lists, and since
mail to neither of those addresses reaches the people on only the
other list.  And, I wasn't sure if you'd subscribed yourself to the
package, since it seems you only recently added yourself as an
uploader.
