Hi Ondřej

Filling this "blocking bug" for php8.0. In #976811 the conclusion was
to remain with php7.4 for bullseye and so for the bugfix and security
support.

Filling this blocking bug (which should be closed after the bullseye
release) to make sure that php8.0 will not be shipped with bullseye.
Otherwise i think there will be expectation that php8.0 is
additionally as well supported.

Filling as well separately/decoupled from the orginal transition bug
for php8.0.

Do you concur with this approach?
