this is blocking it's migration to testing.

Please evaluate how important the dependency is and either make it arch
specific or if your package can't live without it alter your package so
it does not build on armel/armhf.

It looks like attempts to merge this with #998383 failed, so I'm just
going to close this.  This was fixed by a new version of GStreamer that
includes gstreamer1.0-qt5 for armel/armhf.
