libplplot-dev has become uninstallable in unstable after the recent
2.4.7-2 upload of libltdl-dev (source: libtool) which stopped providing
libltdl3-dev.
IMHO Alastair (X-Debbugs-Cc'ed) should have done a proper transition for
that since this also makes libtool not migrating to Testing for a long
time because about 30 packages (in Testing) are affected by this issue
according to https://tracker.debian.org/pkg/libtool.
Nevertheless I think that in the long run, all these packages should
migrate to libltdl-dev instead of libltdl3-dev, so I'm not filing this
bug report against libltdl-dev, too.
I'll leave it to Alastair if he wants to revert that change for some
more time and do a proper transition with a mass-bug filing as he IMHO
should have done before making that change and should do before making
that change again again — in case he decides on reverting it for now.
