The original web from where the theme icons are being reused (http://www.pinvoke.com/) still works and points to the licence so I tend to agree this is CC-BY-3.0, furthermore the theme includes the full text in the LICENSE.txt, so I've updated the copyright file¹. Presumably this can be improved if #884224 is fixed at some point ;-) Regarding persuading authors to switch licenses, well, my feeling is that you have the same power than me to do that.
