I have checked the code. It happens when

If the rand source returns 0, then NullableTimestamp is not
initialized. There are many places that have the same check.

The code looks totally nonsense to me.

It's dead upstream, anyway.. If the flaky tests cause more troubles,
I'll just disable them.
