Please note that this was already serious in bullseye, as release policy has not changed between bullseye and bookworm regarding this. https://release.debian.org/bullseye/rc_policy.txt Packages must list any packages they require to build beyond those that are "build-essential" in the appropriate Build-Depends: fields.
