Attempting to unpack libg2c-dev/1.7.0-2 from Debian bookworm
on a minimal Debian bullseye with libgrib2c-dev/1.6.2-2
installed, causes an unpack error from dpkg due to
/usr/include/grib2.h being contained in both packages.
