Had a quick look at the Debian package and it seems that all tests are disabled.

In my opinion, this is a very good example of why tests at build (and in autopkgtests) are important. How do you know the package you're shipping isn't broken without tests? (you don't know, that's why there are tests :D).

I would thus strongly suggest you to run tests, or at least part of the testsuite if some locale-specific tests are unhelpful.
