This appears to have been a consequence of a the libflint19 transition [1].
This error message is coming from singular 1:4.3.2-p10+ds-1.1+b1, which was 
still
linked against libflint18.  Subsequent builds using singular 1:4.3.2-p16+ds-1,
which is linked against libflint19, have been successful.
