Some concerns were raised to me in private regarding the severity of such bug reports and whether they should be RC or not.

In case of nbd, it doesn't make a huge difference, it being a key package and thus not being subjected to autoremovals from testing.

Those repeated build failures/unreliable builds are certainly annoying. That said, whether I would remove a package from testing for that, I dunno (probably not).

Wouter, if you prefer to keep this issue as non-RC, I don't mind personally if the severity is downgraded.

Fwiw, I quickly asked on #debian-release whether it is ok to file such issues as RC and I got one positive response. But there is certainly some room for discussion here. I do think it makes a difference, whether packages fail to build regularly or only rarely, whether they fail to build on official buildds or more "exotic" build environments.
