It's documented in installation instructions in README, but apparently not all users read it :-), especially on upgrades (you're not the first one who got confused). I'll put a warning into README.Debian and NEWS.Debian. Do you have some suggestion where to put the necessary instructions in the general speechd-el documentation so that even non-Debian users wouldn't overlook them?
