Could you also please provide a dump of /sys/firmware/efi/efivars/ (or at least all the Boot* entries there) as well the output of "sudo efibootmgr -v", ideally both before and after running grub-install?
I notice that you say "BOOTxxxx", rather than "Bootxxxx" as I see on my system. Does this match how your variables are named?
In 2021 Colin asked information to help this bug forward. Are you still able to provide any of the requested data?
With my Release Team hat on, without information to debug the issue, I think the best course of action is to close this bug (or downgrade, whatever the maintainers prefer), because it's hardly actionable and needs triaging already for several releases now. So please, provide the information to help this bug forward.
