A similar error affects m68k; that failure can be seen at

This leaves libfontconfig1{,-dev} uninstallable in unstable on these archs
due to the versioned dependency on arch: all fontconfig-config, which as you
can imagine is making it hard for these architectures to build many
packages. As this upload happened during the middle of the rebuild for the
dbus transition, it'd be greatly appreciated if this could be fixed ASAP.

Considering how much becomes uninstallable when fontconfig isn't built, I
think the buildd admins would be grateful if you used experimental for that
kind of test :)
