Bug#1112525: librust-cap-fs-ext-dev: impossible to install

I was planning to take care of this soon. librust-arf-strings-dev was rejected 
once because of some minor things and I didn't upload it again because of 
freeze and whatnot. I'll fix it and do an upload again soon, thanks for 
reminding.
