The Mesa developers intentionally removed libOSMesa in version 25.1.0, so I think it's safe to assume that it is not coming back.
See also https://github.com/glfw/glfw/pull/2769 upstream, but hopefully it's possible to build successfully without that feature even without completely deleting it.
