Bug#1116350: python3-pygame-sdl2: release 8.4.1-1 does not ship the C header files

Running setup.py through pdb shows that the 'os.environ.get("DESTDIR", None)'
added in the new build patch for this version fails and causes the
script to complete immediately.

Does pybuild set DESTDIR explicitly?
